hito: What is this Steam overlay?
I'm thinking about buying Fallout 3 through Steam, but I've never used it before, I'm suspiscious about it. Do you know if we have to be online or launch steam to play the games?
Well, once you purchase the game it will download through steam and save it in "Steam/steamapps/common". Will have the same files as the retail version... Including its own "Fallout3.exe" (or something). However, the executable calls Steam to check if your account actually owns the game.
You may think this is very restricting, and requires to be connected to the internet all the time, but there's a nice feature which allows you to use Steam "offline" as long as you want (I was cut from the rest of the world [no internet connection] for many weeks and that mode worked without issues). Of course there's always the risk you suddenly lose your connection and can't access your account anymore, though Steam lets you install the game on as many computers you want (one account at a time running!).
It has it pros and cons as you can see, I'm using it for many years and am not disappointed.
But don't take my word for it, read through some documentation and the FAQ of steam.
