I have just started playing Fallout 1 and I am enjoying it so far. Especially in contrast to Fallout 2, which I played for a few hours but didn't get into it at all.
Anyway, I am having a little problem with the way Fallout 1 seems to handle stealing, or rather the lack thereof. Does it really not bother anybody if you totally clear out their lockers while they are standing next to you? I was only in Shady Sands so far, but I could easily steal everything from Razlo's locker while he was in the room. Moreover I could even trade his own doctor's bag with him for some stimpacks.
Even if technically things don't belong to characters as long as they don't carry them, I don't have a problem with playing my character as if they reacted appropriately to the theft. I am just unsure if the game basically asks me to take what I can, as I might need that, or if it's simply a shortcoming in design. Or if I got it all wrong, anyway :)

later they yell at you and attack you for going through their stuff but since shady sands is the first town, they go easy on you
There are only about 2 or 3 characters in Shady Sands who are dangerous anyway, and that's only for low level characters.
Oh, so I did indeed get it wrong. That's good to hear, as I will then just play "appropriately". Thanks :)
I think this has something to do with your charisma, or karma, too, if not both. With low charisma, there are many things guides recommend that I cannot do. With hgher karma obtained as a result of completing quests in some places I can get away with stuff that other characters spoken of in guides cannot, even as a good guy doing only good quests all along.
I have also noted a delayed reaction in one or two locations, which makes me wonder if some kind of dice roll is involved. That is, sometimes you get yelled at for stealing, sometimes you roll better and you don't.
I never bothered to try and steal anything from Doc Razlo because I heard he'd get aggro.
But I know that it is possible to get caught stealing, depending on the circumstances.
I was trying to steal something from someone as part of a quest. I tried a bunch of times, with stealth active, but I failed every time. I even used a tech gadget that made me partly invisible. But the guy noticed every time, and started shooting. Even if I ran away without shooting back, my dog would tear the guy to shreds and my companions would shoot him full of holes. Then I'd get busted for it, and the guards would shoot at me. I eventually gave up on the quest.
I read somewhere that they system doesn't always check to see if stealth is active if you trigger a scripted event.
I later figured out that the guy I was trying to steal from would leave the room to go to bed, so I guess that's the only time you can rob him.
Now that I got a lot further I also noticed that generally people easily notice you trying to steal from them. Maybe the inhabitants of Shady Sands just have a very low perception or something, to make it easier for new players :)
I don't steal from any "good" people in the game now, anyway. But it's nice that I can even be a charming guy and "give" to the bad people. There's nothing like setting up a fight with a group of raiders by taking some dynamite, starting its timer and hiding it in one of the raider's pockets :]

I've never bothered to steal from good guys because there's always plenty of bad guys to harvest loot from.
I've heard about the bomb planting trick, but I've never tried it. I have chucked a few grenades at raiders, it's fun to watch them fall down like bowling pins. And if you do enough damage, they get up and run away.

Very true. After having played a few hours of Fallout 2 and getting frustrated by it, I was quite astonished by how easy Fallout 1 is. At the moment my biggest struggle is keeping enough "space" in the inventory so that I can even carry the loads of weapons and ammunition that I come across :)

I used the bomb when I attacked the Khans to free the girl. I wasn't strong enough to fight them "properly", as I didn't know how much I'd have to hurry considering there's a global timelimit (Which, as I found out, is a highly generous limit). But I eventually made it by using the bomb to take out one of the raiders and several wound two others which could then easily be taken out, and then basically just kill one after another of those entering the room. That was quite funny :)

When playing Fallout 2 if you steal ability is high enough, always remember to steal from the guards outside of the gun store / tent north of NCR.
I always steal shady sands blind upon entering because that way I immediately have enough money to recruit Ian.
Stealing helped me so much through this game...ESP in Fallout 1
ahh... the good times getting caught, then vaporizing the enemies with my plasma rifle...good times, gooood times.
