Gifted is generally the best trait. Any build that doesn't use Gifted is more for role-playing or extra challenge. Skilled is probably the worst trait. Strength can be raised with power armor, so it's not critically important to be very strong. One possible build is:

Strength 4
Perception 8
Endurance 5
Charisma 6
Intelligence 8
Agility 8
Luck 8

Traits: Gifted, One-hander
Tagged skills: Small Guns, Science, Speech

I like nerdy gunslingers in Fallout. This is a build that does well at most tasks but specializes in pistols and diplomacy. Melee combat will typically be very difficult, but once you get beyond the tutorial, you'll probably never need to worry about that again. If you'd rather not cripple your ability to use melee weapons, you can choose something other than One-hander, such as Finesse or Small Frame. This build is designed to take the Sniper perk, so Finesse makes sense. Small Frame will give you even more attribute points on top of the game-breaking +1 to every stat.

One you're looking for a challenge, Fast Shot and Small Frame are an interesting combo. You can focus on Agility and make a lot of shots per turn. It's pretty fun once you get used to the lack of aimed shots. Not being Gifted means that you may have to use chems to augment your stats. In this build, I'd probably focus on combat skills, such as Small Guns, Energy Weapons, and Big Guns. The idea is to have fun blasting everything away with your large pool of action points, not to be subtle.
Thanks for the build i'll take this one into consideration, anyone else got a cool or interesting build
Here's one from a Fallout Anthology speedrun: (https://www.youtube.com/watch?v=36Qbndro45U)

ST: 2
PE: 10
EN: 8
CH: 1
IN: 8
AG: 10
LK: 1

The Steal, Traps, and Speech skills are highlighted.

Good Natured and Kamikaze perks are highlighted.

(No idea how this build would work for casual play, but it might be interesting to try.)
There are no "builds" for Fallout 2, as the game is so wast, and bonuses are so many.

You get all these bonuses if you are thorough:
- start: 40
- gifted: 7
- small frame: 1 (technicaly agility, but only incrises minimum stat)
- 7*gain perk
- memory modules: STR, PE, CHA, INT
- advanced power armor: 4 STR
- zeta scan: 2 LK
- mirrored shades: 1 CHA

That's abysmaly lot.

The best weapons are energy weapons, with the requirement of 6 STR (big guns require up to 7, but this is not their game). So aim for that instead of 10. As you can gain 6 bonuses for STR, you'll still end up with 7 in the end.
On the other hand Slayer has STR 8 as requirement, and I would pick that amongst my 33 perks.

Endurance is probably the most useless stat, and also have to consider if you gain all the combat implants you loose 2 CHA, so the best start might be:

Srength: 2
Perception: 8
Endurance: 5
Charisma: 9
Intelligence: 8
Agility: 9
Luck: 9

Add 2 END but substract 2 CHA if you don't care for the advanced implants.
This results in maximum in all stats, except Endurance, but even with a single Lifegiver you'llstill end up (close to) 999 HP.

For tags given how many books there are and other kinds of training, I'd tag Energy Weapons, Science and Lockpick. Unarmed gets zounds of training so not worth it, small guns have plenty of books and you abandone it anyway, and most utility skills don't do anything above 100%, unlike Science, which is requirement of an easter egg..
