I downloaded fallout 1 and idk what to do I have a file called setup but it does nothing as far as the game. PLZ HELP!

You mean that double clicking setup_fallout.exe does nothing? Well either right click it and choose 'run as administrator' (if you have Vista or Windows 7) or redownload (most likely corrupt download).
