What are the specs on the computer? Old or new computer? Windows 7 or 10? Are you using mods?

Does this happens to other games?

Check temperatures.

Is the GPU getting enough power?

Check Windows Event Viewer for any error messages.

Try:

Shutdown any antivirus you may have.

Make sure you have up-to-date chipset and GPU drivers (Intel/Amd/NVIDIA).

Download, unpack and install (go to the directory you unpacked it to and install it): https://download.microsoft.com/download/8/4/A/84A35BF1-DAFE-4AE8-82AF-AD2AE20B6B14/directx_Jun2010_redist.exe.

Uninstall GOG Galaxy and Fallout 3. Download install Fallout 3 offline installers. Install to f.ex. C:\Witcher3.
Never install to any system folder like Program Files.

When installed, navigate to where you installed it, right click on fallout3.exe and run as Administrator (might also try the compatibility tab).

Bethesda's games are known to having problems, but it should run just fine most of the time.

My computer is a MSI AEGIS RS running windows 10
https://us.msi.com/Desktop/Aegis-RS/Specification ?

Those look decidedly nice specification-wise for pre-builts.

Updates through MSI. Do they have a program through which you update it or is it download from the website? Whichever it is, go update your pc.
