i just want to know is this game region locked or not. i can't use mods on steam because it's a russian version that have different id for some reason. if not, i'll buy this game again just for modding

Yeah I think it's region locked (on steam, gog not sure)

Games on GOG.com are DRM free, so there should be no region lock.
When you buy the game here, you can choose your own prefered language. Based on your profile it will suggest a language, but you can change it.
In my case English is the default, but I can choose German, Polish, Italian and Russian among others.
