The rad scorpion rider dangling a lump of flesh up front like he is leading a donkey with a carrot was the best part of these mockups!

I have - unfortunately it's not as good as it could have been. I was disappointed by that game.
Stasis dev is an exceptionally talented artist (or stasis devs have an exceptionally talented artist, but I do believe it's one guy doing those tho) and I really hope he/they get to create a proper, isometric RPG. I do know he released a little experimental footage of a postapocalyptic game with some gorgeous landscapes, can't find it right now - but it's apparent that the thought is somewhere on his mind.

Wasteland 2 is a disappointment. This on the other hand, looks like a game I really would like to play. (Not thinking that Fallout 4 as it is now don't look totally awesome, because I do :) )

Well yeah F4 LOOKS awesome - but somehow I doubt the gameplay will be like a "proper" RPG. I'm sure it'll be a fun safehouse/city building game though...
Does this fake Fallout 4 feature a spellmaker by any chance? (That is, a feature that allows you to create your own spells.)

Firstly, no unfortunately this fake F4 is just that - fake. That is, the developer/artist of the adventure game Stasis mocked up some screens to show "what Fallout 4 would look like if it were 2D isometric".

Don't worry, you're not the first who likely went "AWESOME! Where can I buy this!?! What do you mean IT'S NOT REAL!?! WHY MUST YOU TEASE ME!?!?" and so on and so forth.

Secondly - I'm not sure why a Fallout game would contain a feature that allows creating your own spells. Especially given that there are no spells in any Fallout game and never have been and probably never will be (unless Bethesda jumps the shark big-time with the franchise).

What about flying mounts?

Actually that would be kind of cool. There are already massive mutants, I think some are airborne. It would be both really cool and really disgusting to be able to ride a hideously mutated bug or something through the sky. You'd probably need a shower after every trip though.
