On games page -> two sliders icon -> manage instalation -> configure... there is a language drop down list. Have you tried that?

Yes, I've checked it through Galaxy. After changing language ~3GB is downloaded and everythinh is in German - menus, subtitles, audio.
It could be offline instalers problem. Either change it in Galaxy or contact support regarding offline files.

You should contact support. Offline installers, if you have chosen installers for German language, should install F4 in German.

When installing, German was preset and I started F4 in the installation directory via Fallout4Launcher.exe. Everything is German.
