I have Fallout 3 on GOG on Windows 8, I have checked the spec requirements and I am meeting and exceeding all of them, yet my game crashes before it even loads the title screen. I have no mods downloaded for it and I have no idea what to try as I am relatively new to PC. Does anyone have any suggestions?

Take a look at your "C:\Users\*\Documents\My Games\Fallout3" folder, open FALLOUT.INI in a text editor and tell me how much info is in there. My default FALLOUT.INI file has around 836 lines in it, yours should be the same.

I'm running Win 8 pro on a Surface Pro 3 - 8 gig ram, intel chipset, Core i5.

This thing plays war Thunder - Fallout 3 shouldn't be an issue, but it won't get past clicking "New" - there's a 1/2 second before it crashes everytime. I did the fallout.ini thing to add the 2 lines in the [General] box, definitely around the 830 or so lines in the file.

Not sure what else to do - I've tried starting with all the different graphics settings I can, even.

EDIT: I did the Nexusmods d3d6 ( I think that's the name) file and put it in the Fallout game folder - worked like a charm.
