Is the GOG version of fallout 3 fully patched for newer systems? I have fallout 3 on steam but am unable to play it because the game crashes every 30 minutes or so. And yes I know there are fixes online but I do not have the patience or the skill to do all that.

It doesn't really require a lot of skill to make it playable. That being said, this game should have been tested to see if it worked a little better on W10 machines.
The fix was an ini tweak to make it use just one CPU core. It would be great to know if the GOG version already has this fix implemented without needing to do it yourself. Similarly, it would be good to know if the GOG version has the executable patched to be large address aware so that it can handle more than 2GB RAM.

Yes and yes, but I would advise playing with additional FOSE stability plugins (like Stutter Remover) nonetheless.
