So I'm in the Hub in F1 and I remember I used to always kill the FLC guy and then loot his locker in the locked room for some extra cash. I just finished taking care of him and his guards but I can't get into his back room. His corpse didn't have a key and I can't seem to pick the lock. Did my character on my last play-through just have way higher lockpick skill, or am I missing something?

if i remember good, you need an extreme good skill for the lockpick, this's why the body not have any key
this is the only way

If there is a time when the door isn't locked before you kill him, what you could do, is use your pipboy to wait a couple hours and then loot everything and kill him..

i unlocked it with 90% lockpick + lockpick tool set. got it on the first go.
I think you'll find the best skills are as follows to max out:
small gun
big gun
energy
lockpick/steal -depending on how you play.
Usually i will max lockpick before i max steal.

Game's too easy with steal :D Well, it's easy even WITHOUT steal, which makes it even easier with steal :D

No... until they catch you stealing :)
