With the release of Broken Steel, it's possible to max all skills at level 100. I've been told that there are several ways of doing this. Educate, Comprehension, high intelligence, and of course all those skill books. Maxing all skills seems to be a very popular strategy among players.

I've been told that if you have very high intelligence, you don't even need Comprehension. With average, you can take it. With low intelligence as long as you qualify for the person, you can take both Comprehension and Educated. That's what I have been told and recommended.

Each skill book has about twenty-five copies to find. That's an extra twenty-five skill points, or fifty if you have Comprehension. But it's impossible to find every book in the game because some can only be found in your Tenpenny suit or Megaton house, and you can't have both. Some are unavailable unless you have certain perks.

But if you focus on finding all the books you can with minimal investment in your skills as well as the bobbleheads, wouldn't your character be very weak throughout much of the game? Some people recommend taking both Educated and Comprehension, even with very high intelligence.

There are some threads here and on GOG about bobbleheads I believe. I'll see if I can find them.

If I recall, most of those posts say to never go over 9 in most stats to account for bobbleheads. With some to stay below 9 to account for items/equipment that give stat bonus (power armor I think?) to a stat when equipped. Or in some cases even consumables are factored in to min-maxing stats.

As for the Perks (assuming you mean FO3), I tend to take Comprehension and try to use books after that. Assuming it's for books, it's been a long while since I last played the game.

I don't know if I took education on all my playthroughs or not. But if you do take it, better earlier than later, as I don't believe it's retroactive.
