I am trying to get those patchers running, I had tried evertything I have found there or on NMA, but nothing helps. If I run F1/F2 w/o this patch, game runs perfectly, but if I try to run with them, game engine wont even start, it just hangs up in processes. I have tried renaming both falloutw and ddraw, tried admin rights, tried compatibility mode, tried voodoo, nothing helped. Does anyone have any idea ?

you may have to define a custom resolution within the ddraw.ini
hmmm it's weird, but I don't have any ddraw.ini file, only ddraw.dll

problem solved, this idiotic OS is blocking my HDD or what, i have tried installing fallout to another drive and its running now.
Death to bill gates.

In Vista, when an old application without admin priviledges tries to write to a folder that it doesn't have permission for (like Program Files) then UAC, in order to allow the program to work, redirects the file to a special folder in your personal directory.
Check C:\Usersusername\AppData\LocalVirtualStore\Program Files

i know this, i have system disc C: fallout was on D: but still somehow influenced by UAC, i moved it do F: (thanks god for so many HDD i have) it was all OK. Long story short, Windows is first real AI, i wonder why it is not called skynet.

I wouldn't say that, imagine someone with faint heart..... and someone can set this as solved.
My solution for you is to uninstall, disable UAC and then reinstall both games and hi-res patches.
To disable UAC you need to go to Control Panel > Security Center > Disable UAC TOTALLY. Next, what you need to do is "Change the Way Security Center Alerts me" so that way whenever you do something on your computer it doesn't tell you UAC is disabled.
Next reinstall Fallout and Fallout 2, install the hi-res patches, and we'll see if this fixes your problem.
