I'm borrowing my friend's laptop for a month and saw he has Fallout installed in it. I wanted to ask is there any use to Charisma other than skill bonus? My character stats will be like this:
Gifted and Fast Shot Trait
ST6 PE9 EN5 CH2 IN8 AG9 LK8
Tagged skills are Speech, Lockpick and Small Guns.

Also, are there any tips on what I should do first? I'm planning to get those implants after level 3(hopefully).

NPC's reaction will change depending how high is your charisma. Don't waste valuable points in this skill, unless you want to play as diplomat.

Lockpick isn't useful like it is in Fallout 2, if I were you, I would change that to repair (you can fix a Power Armor if it's high enough). And why so much perception? You want to use Sniper Rifle? If that is the case, I would remove Fast Shot and choose other trait (you'll do great destruction if you shoot in the eyes. Fast Shot = you can't aim.)
First steps?
* Don't ignore the rats in V13's cave. You'll need to return here, so why not get rid of them?
* Search for someone named Ian in Shady Sands.
* Steal everything you can (save before). Waste money in guns you can't steal, and ammo.

Charisma effects how many companions you can have. The formula is half your Charisma rounded down equals how many companions you can have at one time. There are only a half dozen companions that can join you in Fallout 1 of which only 3 are very useful. In Fallout 2 there are many more.

As to your build, Drelmanes already noted that you have high Perception so you can take that back to 8. The way Endurance works it is best to keep it at an even number, it's okay to drop this to 4 since you will be using guns. And hey look at that, you now have 2 point freed up to put in Intelligence and Agility. If you are that worried about having enough action points that you are taking Fast Shot then you might as well max out Agility. Don't count on getting the implants too quickly, they are found later in the game and cost a lot.

When leveling up focus on just a few skills at a time. Every skill has a use, but they may not all be useful to you. Depending on your playstyle some skills will be a waste and others essential. The beauty of this game is that you can try a different build and have a very different experience. Every quest has multiple solutions but it would be impossible to build a single character that can access all those choices. There is an infinite amount of skill books in the game, so long as you are willing to pay for them so worst case scenario you could just ignore the five skills associated with skill books in an effort to focus on others.

Yes there is, actually. Besides what's been mentioned, there's a certain occupation you will need high Charisma for. I'm doing my best to avoid spoilers, but I will say it's kind of complicated, and not all that obvious. If you know about it, though, it's quite interesting.
Anyway, there's info on it online. I'll stop calling it "it" if you want to just know what it is. :P

But yeah, Charisma has always been the lowest "special" stat on the totem pole. If I'm doing a serious combat build, I usually tank it.
Perception 9 is for dialogue options and ranged combat modifiers. I just see no point in raising charisma beyond 2 which is it's lowest point with gifted trait since Fallout 1 doesn't have the charisma-based companion limit like Fallout 2 does(I can also raise it with chems if needed). Endurance 5 is there to raise it to 6 with implant for more HP. I don't want to have any stat to be 10 because I'm planning to raise them anyway with implants.

You're right, how embarrassing!

In my defense it has been a while since I did a group run through Fallout 1. I prefer solo in both games.
Charisma is very useless in Fallout 1; all it impacts is your barter skill (which becomes useless very quickly once you start selling off loot from enemies) and the average NPC reaction (but so long as your karma is decent to begin with, you won't notice it).
I'm way past my weight limit when I traded bottle caps for some things. I can still run but I can't pick things up. Is this intentional or a bug? I thought you couldn't move when you're over the weight limit.

It's a bug.
are we talking about fallout 1?
Charisma is probably pretty useless then, but endurance is the most unimportant skill.
just lower it down to 2.
especially in the lategame you will hardly take any damage with your power armor, and even before that you don't really need a lot of life.
And later on the only thing that can kill you are critical hits with a minigun for example.
this will kill you wether you have a lot of endurance or not, so just skip it all together.

You can max out Intelligence with the available points and also put luck on 9 (you can get +1 luck during the game)
if you tag gamble instead of lockpick and put it on around 75 you will be able to have infinite money by the time you reach junktown (the 3rd town or so)

Fast shot is not good because targeted shots are incredibly powerful (targe the eyes), especially with high perception and luck you can use a long range weapen and critical hit every opponend to death before they can do anything.
Stuff like outdoorsman, repair, and so on you can just max out with books (in case you take gambling)
YOu can also max out strength and your other SPECIAL (besides Luck I think) later on in the game if you have enough money.
If you get bored by the sniper rifle later on just choose TAG as a trait as soon as you can and make energy weapons your 4th tagged skill.
you will easily beat the game like this.

Actually, you can get all of your stats (except luck) permanently boosted by +1 this way, so avoid maxing any attribute out (with the possible exception of luck) entirely during character creation.
You can get a pemanent +1 to Luck in Fallout by visiting fortune teller.
