Were the issues, those rating the game bad had written in review, being resolved? When did it get the latest patch (with significant improvements)? Are they still fixing things or is this already abandoned?

I think they abandoned it. Steam was given an experimental branch update back in May that was never made official. A developer post in discussion says they're now working on Destroy All Humans instead.

The experimental patch is available through Gog Galaxy as well. See here.

Still a shame they never finished patching it. The game is actually fairly good - if not for the bugs that still exist.
