No, there isn't a formal format for submitting bug reports yet. If you'd like to submit one then I'd recommend adding "Bug Report: 'bug description here'" to the title of the thread. Then in the thread include as much relevant information as possible. Video of the bug occurring is ideal but if you can't get video then screenshots may also be helpful. Make sure to include what steps lead to the bug happening and if you're able to reproduce the bug then list what steps you used to do so. Listing your system specs may also be useful (CPU, GPU, GPU driver version, etc.).

Note: It's always best to make sure your audio and video drivers are up-to-date before submitting bug reports since many issues can be related to outdated drivers.
