I'm currently going through the Korea campaign, and am on mission six I believe. Roughly partway through the mission the game locked my ability to build anything as it say's i do not have enough resources. I've got more than enough resources to build a settlement(which is what I was trying to build), and have not hit the popcap. Any help would be appreciated.

I'm running it off of gog galaxy. Windows 7 64-bit, 6 gigs of ram. Processor is AMD.
card is Radeon HD 6480G.

i have sometimes the same problem in the CD version of this game. The bug appears when you research something in the university. You have to search an another research in the university to remove this bug.

I know this is an old post but I've found the solution if this happens to anyone at the start of the game . Starting up the game as administrator helped for me (via program files, not via galaxy directly).

Weird that changing the settings to run as administrator fixes the "can't build anything" bug that prevents skirmish games from being played, but it does. Go figure.
