Yes, and this cost is not included in the HOUSE income/expense summary! Researching 'nothing' does not remove this cost as there is a maintenance cost for already researched technologies of 1% of their original cost. Not sure what happens if you have multiple labs and don't need all of them to cover the maintenance.

Guard those labs well and don't research anything red until you're confident in your ability to defend your worlds.
