I can't really help you with the details provided, but I can say that I've played the steam version on the Surface Pro 3, so the game 'should' work on it.

Seems to be a video driver issue, affecting all of my games.
updating drivers on the Surface Pro 3 is confusing.
I have it on Steam as well and that one won't launch either.
I try to update my video drivers using steam and the intel site doesn't exist. I tried using Intel's driver updater and it said to contact the manufacturer. I tried to update the drivers at microsofts site and nothing seems to exist for this issue.

Surface Pro 3 :/
Just checked again and my Surface Pro 3 works fine. It seems to be on the latest April driver/patch set from windows update.

It goes fullscreen, and shows a 'black' screen for a little while, then the ghostlight logo in silence, then it swaps to the title screen and the music starts.

The only thing I can suggest is to try and set the desktop scaling to 100%, rather then the 150% that is the default for the surface pro 3's high-dpi display. Probably not the best solution in the long run, but if that allows you to actually start the game, it could possibly allow you to turn it to windowed mode, then swap back to the 150% resolution scaling and have it still work, or something.
