bevinator: 2) When the cell resets, all the actors in it reset, unless they're persistent. Generally, if something has a name, it's persistent, if not, it isn't. As long as the various cliff racer creatures weren't changed to be persistent by the mod, they'd get cleaned up with everything else.

Not sure aboure 3 days. When I was messing around with game, I noticed that some monsters respawn the moment you leave the cell. Good example is the crab to the south of starting village. I remember killing him, leaving the cell and coming back to see crab already up (crab was a good target for some training).
