QWEEDDYZ: I prefer less-possible mods game-play-ing - most possible clear versions (yes, TES games without mods - just ENB+reshade). So i can advise only general solutions.

Also, ENB and reshade can force refreshrate
http://www.enbdev.com/download_mod_tesskyrimse.htm I didnt test it for Skyrim SE for long time. But as i see from site - it is still maintained and last few updates come this month.
Yes I too prefer to not mess around with mods too much but I think fps unlock mods are a way to enjoy it a little more without changing the gameplay at all.
And pcgamingwiki was the solution...
I added to Skyrim.ini in C:\Users\[username]\Documents\My Games\Skyrim Special Edition GOG
bLockFrameRate=0
under [Display]
and
[HAVOK]
fMaxTime=0.0133
And I avoided to touch the
iVSyncPresentInterval in the SkyrimPrefs.ini (that what I was doing wrong before, and pcgamingwiki helped).
Of course since this fix can still go wrong for some part of the game if the SSE Display Tweaks will be updated for the gog version I will use that, but this ini fix is still good.
