Can I delete all the goggame files in the Oblivion root folder? (goggame - 14580) etc... Can I delete them once I've installed the game? I hate needless file clutter.

Those files are used by Galaxy to keep track of how the game is installed, what patch you're on and other such things.

The files are present whenever you install a GOG game, with or without Galaxy (and they existed even before Galaxy existed). I don't care about these files (as I use GOG without Galaxy and entirely offline, except downloading setup and patch files) - they are small and get reliably de-installed with the whole folder. But I understand the point.
Just out of curiosity I renamed a goggame...-dll and started a game in two ways: via the GOG launcher, and directly via the game exe. I loaded a savegame, too, and walked around a bit. In both cases the game worked just like it did with the original dll. This may or may not apply to Galaxy installations.
