WingedKagouti: Those files are used by Galaxy to keep track of how the game is installed, what patch you're on and other such things.
The files are present whenever you install a GOG game, with or without Galaxy (and they existed even before Galaxy existed). I don't care about these files (as I use GOG without Galaxy and entirely offline, except downloading setup and patch files) - they are small and get reliably de-installed with the whole folder. But I understand the point.
Just out of curiosity I renamed a goggame...-dll and started a game in two ways: via the GOG launcher, and directly via the game exe. I loaded a savegame, too, and walked around a bit. In both cases the game worked just like it did with the original dll. This may or may not apply to Galaxy installations.
