I am just wondering what bonuses come with the oblivion game, namely does the game come with a PDF of the Pocket Guide to the Empire 3rd Edition?

On the store page for Oblivion GOTY, there's no goodies listed for it at all. Not even a manual.

True, but you find the original 27-page manual in PDF format in the game folder.
