I fought a Witcher and have permanent strength and endurance loss. Know an easy way to get it back? Have not found a temple that can help yet.
Find an NPC who sells at least one Restore Attribute spell (there's one in the Vivec temple, for example, as well as one in the Balmora temple), then buy a spell of that type. Then, you can use the Spellmaker to make other Restore Attribute spells for any attribute. (If you find the spell too difficult to cast, make a weak one; 1 point for 1 second is enough, since you can just re-cast it until the attribute has been restored to normal, while getting some practice for the useful Restoration skill in the process.)
I think the altars of the Imperial Cult would do the job. The fort moonmoth or Ebonheart might be the places closest to you.

I tried Vivec but keep getting lost,lol. One in Balmora? I will have to recheck. I was trying to find someone to cure me. I did not really check their spells .

Tried Moonmoth, nothing. Unless I am missing something which is quit normal for me. Did not try Ebonhart as I was running to Vivec looking for a cure.

I think the UESP wiki can help you find npcs that sell specific spells.

If the altar didn't prompt you with a message to restore your attributes then going to Ebonheart would not help you either, I think. If you didn't find an altar then that's your problem. If you tried to restore your attributes but it didn't work there may be a bug caused by an active fortify attribute effect when your attributes were damaged.

Thanks. Balmora had the answer. Found the Fortify Endurance spell. Then bought a made up spell of my own to bring back my strength. First time I used a spellmaker. I was thinking it was just for scrolls.

Fortify xy is not used to restore your damaged attributes. It is only temporary, isn't it? If you want to save time you could just pretend you bought the right spell and add the spell to your spellbook with a console command (addspell). Btw, you can delete spells by pressing shift and clicking on them.

I dunno. The endurance went back down once but has stayed up after the second time I used it. The restore strength spell I had made up worked the first time with no loss.

I think somebody is confusing Fortify and Restore, which are different effects. They work as follows:

Fortify: Instantly raises the stat when cast, possibly above its normal total. End effect lowers the stat by that amount (not that, for Fortify Health, the end effect can kill you, so be careful.)

Restore: Raises the stat over time. Will not raise it above its normal total. The stat increase does not wear off.

Also:

Damage: Lowers the stat over time. (Damage Health can, of course, kill.) The stat decrease does not wear off.

Drain: Lowers the stat instantly. (Drain Health can kill.) End effect is to raise the stat by the same amount, but not above its normal maximum.

(Note that Fortify + Drain will (if they wear off in that order) result in the stat being below its normal value until restored; this can be used to cheaply lower an NPC's stat by 100, at the expense of making the NPC hostile (because Drain (like Damage) is considered a hostile effect.)
