Please be more specific:
- Which game?
- PC?
- Mods?
- What does "hover" mean? PC hangs, or just your player character, or ...? "A few seconds" is on average how many? Do you make similar observations ("hovering", hanging) in other contexts?
- Always or just occasionally? If not always: How often (%), and would you call it random, or is there a pattern?
- What happens when you play a new character, or load an older save of the "hovering" character?
- Can you give us other information which might help us understand the problem?

Assuming it's either Morrowind or Oblivion, I would consider trying a new character, load an older savegame of your character, disabling all mods (if there are any enabled) and try again, or un- and re-installing the game.

Wat? Its common bug. It always happens in Morrowind when u playing on modern PC I just wanna know how to get rid of it.

I must say that I've been playing Morrowind since day 1 on several PCs, the one I'm using today is about a year old, and have never encountered anything resembling your description myself nor heard or read about it.
Well, perhaps someone else knows more and is willing to share his / her knowledge with someone who seems to think other people can mind-read ...

Cuz u was playing on laptop or low spec pc. Its somehow related to high FPS. Or mb u think its "sliding" wich is not

I'm sure an i5 running at 3.4GHz per core with a GTX 970 counts as a low spec PC for some, but it's still able to run most modern games on Medium/High.
Sometimes it helps to edit the morrowind.ini file. Change the line for the maximum FPS to something lower such as:

Max FPS=60

Could also try OpenMW and see if they have fixed the bug in their engine. I know they reworked some of the physics in it.

On PC, in the console tab ( by pressing the ~ button on your keyboard ) ... You can try typing the following:

FixMe

If that doesn't do anything, go into third person view, then click your character while the console menu is up then type FixMe again and press Enter.

That may help. Especially if you get stuck on a rope or something. This moves your character in a slightly different position. I've had the same issue before. I don't know if this will help or not, but it's worth a shot.

So its either your character is as op as mine and have 100 or more (depending on items) speed and 100-199 strengh (depending on items) and have 100 atletics and acrobatics, then i think its normal, atleast it sometimes hapens to me when i have low junk load, and for me i can jump up and hang on the cieling for second or two, and almost jumt in to the second floor from ground, no alchemy involved, just some enchanted items, no console use beyond "tfh" and "fixme" and no stats altering mods involved.
or your problem is something different and unknown
Edit: when i said hover i ment glide for half second after suposed landing point
Edit #2: Maybe you have some slow fall spell or item affecting you? i don't but it still hapens on long, straigh jumps for me sometimes

I changed mine to 30 after trial and error, it finally worked almost perfect, I still slide on 70 degree slopes, but only 8 inches or so, I can live with that. I use to slide feet+. so irritating.

No its a glitch in the FPS. It is not part of the game. It never happened on the xbox. It's like when you jump and before your character lands like he's supposed to, he slides on the terrain(still in jump position). then lands. can be very dangerous when jumping large heights or near lava. it's very irritating. It does not allow for fine tuned jumping. But i have posted the fix after several hours of searching and learning how to find the ini file.
I can now add BSA files to my ini because i know where it's at:D
