I think I have this right. But I wanted to put it up in case not.
When I press F1, hot keys come up. If I want to use an item as a "tool" (sword etc) then I use the item bar and it comes up with a Red Box around the item. If I want to use the item as a Magical Device, then I use the "Magical Item" bar then it is placed in the box with a Blue Box.

I believe that is correct; however, note that the item will be equipped either way; the main difference is whether you are set into casting stance.

Note that you can ='t use the Magic Menu Item for items with constant effect enchantments; you'll need to use the Item Menu option for equipping such items; also, potions, soul gems, and certain other items (like repair hammers and alchemy apparatus) are used this way. (Scrolls use the Magic Menu.)

Edit: Also, you can test this for yourself and just not save if you use up something you didn't intend to.

I went through a City blasting everyone in sight in relief I finally had it. (I did reload). Hot Keys with a Red Square does not mean "not allowed." It didn't make any sense. Then, genius that I am, finally noticed the colors match the bars you pick from. In my defense, the Manual section on Hot Keys is not really extensive. But the HK's make my attempt at a Battlemage workable. I was looking to go back to a pure warrior. Having a lot of fun. But the company could have given a better explanation of some of the mechanics.
