I'm playing the GOG version of Daggerfall and I noticed when I approach certain objects like light fixtures the sound suddenly becomes a mess of garbled static.

I'm assuming this has something to do with the soundblaster card that's being emulated. Does anyone suggest a fix?

Seems to be an issue related to CPU cycles. Try to decrease (CTRL+F11) or increase (CTRL+F12) them a bit and check if the situation improves.

I've lowered Dosbox's cpu cycles to 30000 but I still tend to hear static
It's the game being buggy, I have encountered that issue numerous times and could never find a proper fix. Best I can say is save your game while that his happening and reload it, then the sound bug will be gone.
I incorrectly supposed that the sound glitch follows a framerate drop or unusual fluctuation.

At this point, since SpooferJahk already tried any other possible solutions which come to mind (changing the sound card emulation, changing output in DOSBox settings, etc.), I think you could try running the game [url=http://www.uesp.net/wiki/Daggerfall:Running_under_Windows#Using_VDMSound_to_run_Daggerfall_under_Windows_XP]via VDMSound[/url] (especially if are using Windows Xp, because I am not sure about earlier versions) or under DOS/Windows 95/98 [url=http://www.uesp.net/wiki/Daggerfall:Running_under_Windows#Running_under_Microsoft_Virtual_PC_2004]via Virtual PC[/url]. But be warned: correcting an issue could lead to many others.

If I recall correctly, and take this with a grain of salt since it has been a while, it happened when I played it on a DOS machine too so it's just the game. Also do not use VDMSound unless you are running the game natively in XP.

I can confirm that his is an old, unfixed bug that even exists in the community-patched version from Wiwiland.net. I experienced it when playing the game on my old DOS PC, and when playing in DOSBox on more modern systems.

If it helps any, in my experience, the looping sound glitch is locational -- if you start moving away from the spot where the glitch began, it should grow softer, eventually vanishing when you're distant enough from where you were when it started, at which point you can go back and the sound will remain gone.
