I would like to try daggerfall and I have previously purchased fallout 1, 2, and tactics here on GOG. I was hoping to find Arena and Daggerfall waiting in my game library but I do not see them.

How do I access these free games?

They are probably only added when you purchase the new release of Fallouts (or other Bethesda games). If you have the older releases, named "Classic" in your library, you won't get GOG versions of Arena & Daggerfall.

But fear not - both are available for free directly at Elder Scrolls official site:

You'd have to setup DosBox yourself, which is not that hard really. The only difference is that the free version of Arena at TES site is the floppy version, and as far as I know the GOG version is a CD version, so the former probably lacks some stuff (like sounds, or movies, not sure). You can also find fan-made installers on the web, which automatically configure DosBox and install fan patches, fixes & quests.
They aren't free on GOG; you have to buy a TES game here (Battlespire, Redguard or Morrowind) and you will get the GOG releases of Arena and Daggerfall too.

Any Bethesda game will work, not just from TES series. I bought the ID Software bundle and got both of them for free.

There was only a CD-ROM version, if that's what you mean. (The amount of game data was huge for its day, and would have required an absurd number of floppies for a 3.5" disk version.) And the version number is 2.13, the last official patch version (though the preconfigured wiwiland version also has a bunch of optional fan-made patches and additional content.
