If I want to spend some time underwater in an Elder Scrolls game, what would be the most fun place to do so?

In particular, I actually want to have to use spells like Water Breathing, which often don't see much use. Any good places to go explore? Any good quests that have you exploring underwater?

Morrowind has the best developed underwater areas with lots of grottoes and caves. The is one good quest, IIRC, but lots of things to do and fight. There is a good mod called waterlife that adds a bunch more.
