I would assume that "Sleep Time" is a process/thread-management setting; it tells the OS how many cycles to skip before re-activating a process thread. This is helpful for dealing with timing-related glitches in an engine (which Eador is known to have due to the older libraries used in its coding).

It would affect the timing of the entire program process rather than specifically affecting the AI, so responsiveness would go up across the board. However, due to the old libraries involved in the game's code, the lower sleep time can also cause other issues to occur within the game. (These wouldn't be unsafe in the sense of damaging your computer; it would involve game glitches or errors.) If you lower the sleep time and there aren't any obvious effects (crackling/sputtering sound is a common one) after playing for a while then you're probably okay.

Refresh delay increases the fps if you lower it? I just tried but msi afterburner does not log the fps for Eador, probably because its 2D.
IIRC, Refresh delay 40=25 fps, 10= 100 fps

How do you deal with status effects like web, petrify, etc with a warrior? Raising resistance doesn't seem to affect basilisk or medusa, I haven't seen any spells that protect you from web spam from spiders.

Resistance lowers a chance to be in the web or petrifiction and to get affected by web or petrification. The only site that a Warrior can't solo is a site with spiders :)

Spider's web - duration decreased by target's attack(target can rip web). Though, minimum duration is 1 turn, and it stacks with itself, so your best bets - "Burn ammo" spell and cannon fodder, preferable with "Steal ammo" ability (thief, harpy)

I've just noticed the occasional province showing a blue square with a question mark in it. What's that icon for?

That means there's a resource in the province that you haven't discovered. Certain buildings are required to see these hidden resources, and if you select the province you can see what the hidden resource is. Basically this lets you know which provinces to explore if you want those resources.

Armor Peircing vs Heavy Ammo?
I don't know if I see a difference there, so all things being equal (ranged attack, ammo, etc) what's the point in using one vs the other?
Heavy Ammo has a duration, but does it stack? If it does, it's clearly the winner considering it doesn't usually take much more than a couple of shots to take out most bad guys.
