powergod: I was thinking the link was some kind of pirated copy, instead it contains only those 2 little pak files ?!

I'll have a look at the contents maybe in the weekend, now I'm curious to find out what are the files involved.
It's actually called a mod in this case though I'd say the boundaries are fluent here.
I received an e-mail response from GOG support. It says:
The cosmetic DLC is available with the Galaxy installers as well as with the offline installers for the game -- the content is in the game, regardless of the installer type. However, due to the way access to the content was designed by the developer, it requires synchronization with the game's internal clock. Now that all of the content drops are in place, this sync is strictly one-time, and once it's done you should be able to access all of the extra free content offline.

If you are having trouble accessing the content, please try to reinstall the game, launch it and make sure that your internet connection is stable and that the game is not blocked by Windows Defender or any other security software. Then, in the game's main menu, please go to "What's New" -- you should see the content listed there (and it should be accessible in the game from that point on).
Can anyone confirm if this is true? Will I be able to access all the singleplayer content if I have an active internet connection but refuse to install Galaxy?

It probably is the exact same reply others received as well - I would not be surprised if it was the exact same wording as well.

Since you cannot go online without Galaxy (it shows Techland servers offline in the main menu if you haven't Galaxy service started) it is not possible at all.

That's a copy/paste answer !! Exactly the same as mine... so I suppose they didn't even read what I wrote to them... cool
If they're going to just copy and paste lies without even reading what I write, I'd like to know how to go about demanding a full refund for the game + all DLC I've purchased. I will not install Galaxy, and I expect to be able to play the game I purchased. Attempting to contact support is clearly an exercise in futility, so how can I get my money back?

Contact support using "Orders and Payments" and state your refund request along with the explanation why you do think you are entitled to a refund as detailed as possible.
I received the following e-mail from GOG support:
Currently there are no plans to update the build unless the Developers provide a new one.
This is how I replied to the e-mail:
This singleplayer content requires Galaxy. When I purchased this product, I was aware that GOG has guaranteed that Galaxy is not required for singlplayer content. I have not received the product I was guaranteed. It's been about 8 months since Techland most recently updated the offline installer, so it's safe to assume that this game will never receive another update from the developer, and therefore I will never receive the product I was guaranteed. I would like to request a full refund for the game and all DLC I have purchased (all 5 of them). Thank you for your time and effort regarding this matter.
I fully expect that GOG will give me a refund. If they don't, they'll lose a customer for life.
It seems to me that once the Techland servers are gone, it doesn't matter whether we have the Galaxy client installed or not, the free DLCs could never be access with a new profile unless someone hacks or patches them in.

So this is not just a problem for those who refuse to use the client, but for those too who would not want to have any third party online checks on their games.
yep, this is DRM at it's best
i had to pester gog support and ubisoft for years until they updated rayman origins for gog. i know it's not convenient but maybe we should pester techland too

Bit extreme considering there are few decent alternatives. You could always go to cancerous Steam, which has ruined multiplayer gaming on PC outside of their own platform. Games really ought to have centralised servers.

I don't care about multiplayer gaming.

Multiplayer is another story, and to obtain a stable and independent evironment for this could be an utopia.

It is good that thanks to GOG and Steam some old games got again servers to play on, but the decisions regarding comunication protocols are up to the ones that actually manages those servers...

Instead, the need of a server to activate a product for local play sessions is totally wrong.

As another note, GOG just gifted me one of my wishlisted games, and while indeed I am grateful for this unexpected thing, I found the message pretty funny in this situation:
We'd like to thank you for being a part of GOG.COM, a community of gamers who value DRM-free ideas and preserving our gaming heritage.
