From what I understand, your laptop is a netbook with an integrated Intel video card. This might be not enough to run Duke Nukem 3D as the game pushes DOSBox to its limits.
I recommend experimenting with the
dosboxDuke3D.conf file in the game folder and changing the value of the
output variable, e.g. changing
output=overlay to
output=opengl. If that won't help, try other values.

Alternatively, you could consider running the game with EDuke32 project (which is an unsupported solution, but that way the game will run natively on your machine which might result in better framerate):
