In the beginning, you are told to go to George to trade. So I go..and he has no gold to buy anything, nor does he have anything to sell. Is this normal for the beginning?

Ermmm... No. Even if "George" were not a shopkeep, and just a random person on the street, he still should have SOMETHING in his inventory to trade with. Are you sure you're talking to the right person?
Yeah coming right out of the basement in the beginning, the Healer you talked to that saved you says to go to George who is a shopkeeper. I know its the right place cause it has a counter with weapons and armor racks. But when I hit trade..he has no money or items.
From your previous post I think you may not have a full install since you didn't install as an admin. Usually if the setup.exe takes an unusually long time on Vista / Win 7 it is because of not doing an admin install. It can result in an incomplete install. It sounds like certain files are not being read by the game.
I would suggest before getting too far that you consider uninstalling and reinstalling as an admin by right clicking the setup.exe and clicking "Run as an administrator" from the resulting dialog. After installing, you would also need to right click the game shortcut, click Properties, click the Compatibility tab and check the "Run this program as an administrator. Usually you do not need to run in a compatibility mode so I would uncheck that for initial playing and try different modes only if there is a problem.
Another thing that works well on Vista and Win 7 is to install in a directory outside of Program Files. Once a directory has been created, right click the setup.exe, click "Run as an administrator" and on the first dialog of the GOG installer, click the Options button on the lower left corner and point the game to the new directory.
I think a full install will cure the missing game data. I also run DD using RunFirst to set the affinity. If you decide to use that as well, I will post a link and an example of how it works.
Edit: Here is a link to a post with an example of how to use RunFirst and a link to the free program. The reason I use it is to cure a sound problem but it seems to help overall as well. Only use this program if you have a dual core CPU. It works well on my dual core quad as well. . . =)

Yeah I thought it would be okay, ill give it a try. The only reason I didn't install as admin to begin with is that it was taking well over 10 minutes just the pop up the "I allow" consent form thing.

I have heard of it taking a loooonnnng time if you simply double click the setup.exe but not long if you right click it and run as an admin. You probably did that so pardon me telling you to do what you already did . . . =)
Edit: I might also disconnect from the internet if it is taking that long and disable my firewall and AV until the install finishes just in case one of those is blocking the install. Course enable both and reconnect after wards.

You could also try disabling UAC temporarily before installing as per the support page :

To be honest, that is one of my only TRUE gripes with Vista is that damn UAC crap. It is more annoying than useful. Having to click through two windows just to run a program is going a little far in my opinion. Wonder how Windows 7 is?

Yeah the sad part, which is kinda funny, is when you turn it off that little nag in the back of your mind starts whispering "Well what if it was really stopping programs and what if because you turned it off it doesn't block a malicious program" XD
It is amazing actually, I am surprised about the game. It really is a isometric Morrowind. I started as a mage and got lucky and found a hell spikes book in the starting house, it says required level: 1 but for some reason cant use it. It only lets me use the starting meteorite and summon vermin.

The other factor concerning spell books is your intelligence, you have to be smart enough to read it . . . =D . . . click on it every time you level up and you will eventually be able to use it.
Make sure you try magic, it works great no matter what character class you have. I prefer lightning as it acts as a ranged weapon in combo with my sword. At level 5 it is deadly.
Edit: Realized you were a mage, try weapons and bows, you can use those just as well as the other classes, just depends on how many points you want to invest in weapons.

You know, I solved it myself by reading the manual xD Hahah. I don't have any skill points, so that makes it kinda hard to learn skills (Spells) from the learn skills or spells window when you haven't leveled up haha.
