Would anyone know if Sam's collar is dropped if no one has the Pet Talk trait?

No. I picked it up and carried it in my inventory while not having the Pet Pal trait for quite some time.

Actually when I said "no" it was meant to convey that "No it is not dropped if you lack Pet Pal trait." :)
