If the manual installation of the MS VC 2013 redistributable does not help:

For Windows 7, please make sure you have Service Pack 1 installed. That is the minimum required version of Windows (64 bit).
Check for updated graphics drivers and Windows updates in general.

If you are playing on a laptop with dual graphics, make sure the game is loading on the discrete graphics (nvidia or AMD) rather than integrated (Intel, though HD 4000 and later should have DiretcX 11 support).

Make sure your graphics card has hardware support for DirectX 11. One way to check which card you have is to click Start (or WinKey-R), type in dxdiag and hit Enter, then in the window that opens, switch to the Display tab.
Also in that tab, check the 'DDI Version' in the Drivers section on the right; it should be 11 or higher. If it is less than 11, still check the video card specs, since there are driver issues and some programs that can result in the DDI Version being lower than what it should be. In that case, a clean re-install of the drivers may help. If possible, check your monitor/laptop manufacturer's site for an updated inf file, especially if a monitor is just listed in Windows as a generic PNP monitor (that is often the case for laptops).
It is also possible for the DDI Version to be listed higher than the actual hardware support. For example, Intel's integrated graphics drivers can cover an entire family of GPUs and will report one number, even if they include chips with different levels of DirectX support. Intel HD 2000 and 3000, for example, only support 10.1.

There is on mine, though I installed it quite a while ago, and then switched to updating with the patches, for the much smaller download sizes.
Anyway, I'm glad you didn't need my advice. ;)

Try right clicking the EoCApp.exe file and select Properties, switch to the Compatibility tab and set the game to run in a Win 7 compatibility mode. That helped a couple people with errors for this, and a couple other related dlls, in Win 10.

As mentioned above, the MSVCP120.dll file (and VCOMP120.DLL, MSVCR120.dll) is part of the 2013 VC Redistributable package. You can try uninstalling the 2013 version, reboot, make sure those files are no longer in the c:\Windows\System32 and c:\Windows\SysWOW64 folders, and then install it again, possibly from the download below.

If you search your drive for those dlls, in Win 7 at least, MSVCP110.DLL is 535,008 bytes, MSVCP120.DLL is 455,328 bytes, and VCOMP120.DLL is 119,456 bytes (they should be the same size in both locations; other programs may use different versions in their own install folders).

Try checking your system files:
- click Start, type cmd into the search box, right click Command Prompt and select run as administrator.
- type the following command and hit Enter
sfc /scannow
When that is done, type exit and hit Enter, then reboot your computer.

You can also try copying the relevant dll file(s) into the '..\Divinity Original Sin Enhanced Edition\Shipping' folder, and see if that will get the game to start.
