Turning off the UAC, and disabling both firewall and anti-virus and then reset the resolution in the program worked. I was allowed restart the game with a different character . Thanks for all your help.

I think you might disable the firewall, AV and UAC and then turn them on one at a time to determine which is causing the problem. Making the div.exe a trusted program in the firewall and AV if one or both are the culprit. If it is the UAC interfering, you will need to install outside of program files to get around the interference.

If access to game files is still being denied you might still have some problems as the game needs to write to it's files occasionally and for saves. I would turn the programs back on for security reasons.
