Is the Belt of the Dragon suppose to have few stats and a white colored name? The screenshots I've seen shows that it is orange colored and has enchant slots.

Am i suppose to upgrade it somewhere or did I get a bugged belt?

Stats are random. You can get crappy stats even on dragon armour pieces, though they tend to be the best of their category.

Reload a save before you looted the belt, or hit the Alt key nearby, and you can try for better stats.
