You only need to use Galaxy for the online lobby or friend invite function. Multiplayer is also available using Direct Connection (using an IP address, or Server ID, that the host can get in the Connection Menu from the in-game menu, hitting Esc during character creation or after getting into the game) or LAN (though if not on the same local network, VPN software like Hamachi or Tunngle would be required).
