I have just entered level 9 and I am surrounded by mobs.
They are all ranged mobs and there is almost nothing I can do to deal with them.
Is this normal?

Ranged enemies can be quite a pain indeed.

If you can't shoot them down one by one, and can't find your way around them, then I'm afraid you'll have to start a new game with your character.
Don't worry about starting over: It's part of the game. Maps will be randomized, you'll likely meet new enemies, have a chance for more loot, and most importantly, you can level up a bit more before you reach the level where you were stranded.

Follow this advice, the new game option is necessary for Diablo 1, espcially for new starters and non sorc characters.

Don't restart your game.
It happens, also on lower levels but I'm pretty sure you should be able to power through them.
When I'm mauled on new level it usualy means I need new equipment. See if you can buy better armour/weaspon.

Try exploit near exit by killing guys until you run out of potions, escape by it, Town Portal, new potions and repeat. You can outlast them that way.
