This issue is being worked on but for the time being there is a workaround:

You can go into NVDIA Settings and disable G-sync for this game. If you have 120hz, 144hz, 165hz , go to "Refresh Rate Prefer" and set "Application Controlled." The game will fix to 60hz and the issues should be resolved.

Let me know if that helped :)

Thanks... I already had tried that (and a plethora of other settings in the NVCP but I can't seem to find a setting or combo of settings that hard lock it to 60 and run properly... I tried forcing 60 for just that game in NVIDIA Inspector and that made it run at 60FPS fullscreen, but then there was a cyclic slowdown into the sub teens and then it would snap out... then do it again... over and over and over

Running the game in windowed mode it works fine, but I'll hold off starting it till a patch for that fix comes

Yes unfortunately this workaround doesn't seem to work for myself either

EDIT Although, alt tabbing out the game, then back to it (whilst in fullscreen) seems to lock the framerate to a playable number.

Edit no, I lied. it doesn't. just the main menu it seems

Found an interim workaround... I was almost there with NVIDIA Inspector, but had one setting off. So yah, get NVIDIA Inspector (don't have a link handy) then look at my image here:

It's annoying, but an update will surely come because I read from the devs that they're aware of the issue with high refresh rate displays
