After talking to the high priest and exhausting all dialogue options, something seems to be missing. I tried talking to him again, he asks a question like "so are you ready to worship the titan?" But I cant answer yes, and the other dialogues are greyed out. The quest still says "find the mystery of new delphi" I explored all the other areas around it: titans heart, titans head etc. Theres a person standing at each one basically saying to go talk to the high priest.

Be default attaching the game state is toggled on, and this way I could see your exact quest and NPC state.

Ok, I think I accidentally stumbled onto the solution. I loaded the save file, went through New Delphi and talked to everyone again, including the historian. Then went to the high priest, now he finally gave me the Pilgrimage quest. I had already talked to the historian but, I probably died and it didnt save that I talked to him before. So it seems talking to the historian is a prerequisite to the pilgrimage triggering. Should be good to go now.
