I too would like to know this.
You need to disable VSync from the visual options ingame and enable it in your GPU software. You can go even one step further and force AA and AF right there for better results(just create a profile for your game if the software didn't already created one for you).
But if you already did this and what you get is screen tearing all the time, you should download a 3rd-party software to fix this. I use an AMD graphics card, and if you do as well then I suggest to download and install
RadeonPro.
Disable the VSync settings in your GPU software for Dead Space(in case you enabled them there). Then Open RadeonPro, create a profile for Dead Space, then go to the Tweaks tab and enable VSync there. I haven't tested any other configurations, but so far this has fixed the tearing to me, so I'm happy and I don't really need to test anything else:

On The last one was checked in automatically when I selected the first, but since I have no problem so far I left it as it. But you can always test multiple setups until you find the one you prefer :).
TIP: Go to the app settings(third button in the bar from left to right) and in the FPS section hide it, otherwise it will pop up as soon as you open the game.
When you finish you can close it and it will hide in the system tray. Then you can play this game enjoying 60 FPS without problems.
