This is BS. Why would you need an API for DLCs? You just provide an additional installer. Many games on GOG have DLCs for Linux. Even Dead cells. See attached screenshot. I don't do Reddit, feel free to show them that screenshot.
The most benevolent interpretation I have is that whoever replied there confused GOG with itch, because itch doesn't have a concept of DLC, meaning you can't sell a DLC there (except maybe in some very hacky way).
EDIT: There's another question/answer about it and that's a bit clearer. They are talking about the way devs have to upload Linux builds to GOG, which is different for Linux than for Windows/MacOS. They make it sound like it's a big deal, which it is not. Still, this is on GOG for providing a worse experience wrt. Linux.
