I'm kinda pissed. I've got the recommended specs to a tee and I get around 20-40FPS throughout the game. What's going on here? Every setting is as low as it can possibly be. I dont care if the game looks bad I just want it to be playable.

It's a joke, right?

1080P

Everything Low as possible. Temps are okay, other games working just fine.
Same here. Core I7 6700K @4.4 GHz, GTX 1060 6GB, 16 GB of RAM, Win 10 Professional 64-bit, the game is installed on an SSD but the performance is pretty bad even at low settings @1080p. Almost every other game I've played gives me consistent 60 FPS on max or close to highest settings.

Running the newest Nvidia driver, didn't even bother trying an old one.

How many frames per sec on this system at Low?]

Fraps overlay doesn't show ingame so I had to do a benchmark run.
I'm currently in V's apartment building and getting an average of ~44 FPS at low-med settings; screenshots of my settings are attached to this post.

This is after I changed the game's .exe file to "disable fullscreen optimizations", which feels like it does give a slight boost to FPS in fullscreen mode. Oh, and I have also limited my ingame frames to 50 instead of my screen's 60, though it appears the average FPS is unaffected by this according to the two benchmark runs I did.

On laptop i just gave up and went to 720p with mostly high settings. Looks better than 1080p/low.

Also for recommended specs... how about "slighly" better specs - 3990X/256Gb/3080 - with max settings there's enough framerate dips below 60 in some places. And we're talking about hardware most people won't buy because it's kinda overkill and a huge waste of money if you'll use it just for games.

Also on low end - mid-range PCs most gfx settings don't affect performance at all. Except cascade shadows/AA/Aniso and DOF. Other stuff can give you like 3-4 fps tops and will make game really ugly if you'll set it on low. Resolution does - the most significant thing when it comes to performance... And yet... on 1080p/medium/high or especially below 1080p it's simply impossible to hit even 2.5Gb of VRAM. So people who are saying that 3Gb VRAM is not enough are wrong, You need more than that only if you'll try to set AA really high in 1080p or go for 4k with medium settings.

I guess this game need some patches to optimize a few things. Because right now it runs not even on mid-range hardware that's at least 3 times faster than PS4 in both CPU and GPU but even on ultra high-end hardware not that great.
If we'll compare CP2077 to Doom Eternal - sure the latter doesn't have levels that big and in general there's less stuff on the screen. But it runs with 60fps everywhere on ultra settings on $1000 gaming laptop from 2018. While CP2077 struggles with not getting below 25 fps on the same machine in 1366x768 medium settings. And the fact that $12000 workstation is "just enough" to run the game as it was supposed to be played is also says that there's definitely some room for more optimization.

I have these exact same specs, except my CPU freq isn't quite that high. I believe I'm running "medium" preset in windowed borderless and other than some occasional ped hitching in dense areas I don't have any particular problems.
I run a 5600X and a 5700XT and I get 35 fps even a low everything at 720p.
It seems it's a game issue.

Happened on a few game before but it's always sad.

I just tested something.
Put everything on ultra and got to game. 30-34 fps.
Staying ingame put everything on low and went back to game. FPS jumped to 94 and 2 seconds later went back to 30-34.
I'm thinking the game is hardlocked to 35 for some reason.

I found a video that shows a demonstration: https://www.youtube.com/watch?v=xQwZg1CmxSk

I have no affiliation with this channel. I just thought someone might find it handy.
I'm sceptical but I'll give 720p a try and see if it stops the crashing, I don't care about graphics either, I just want to be able to play.

Something is wrong with your system, I suspect. I'm getting better FPS in 1080 (on low, sure) with an i7-6700k and a GTX 970. That's a six year old graphics card and a CPU that is quite a bit behind what you've got. There's no way that should even be visible in your rear view mirror.

Mind you, I had some big framerate problems at one point but the most recent Nvidia drivers did a lot (I think), and making a profile with performance settings in the graphics card driver control panel also gave a few FPS. Going full screen rather than borderless also seemed like it might have given a few fps.

All in all, I can do 60 fps in the apartment (on low, a few fps less on medium) and 30-40 fps while out and about night city.
I tried to to put all shadow quality effects to medium and everything else on ultra or high and i got like 70 to 80 fps and it drops to 60 when im in a more crowded area.

Been finding others with the problem in forums online. Not many but still. No solution in sight.
And I tried everything even going to look for the games config files, which I didn't find, to see if maybe some settings weren't updating correctly.
