Has anyone noticed this re skills?

The points increase, however when you go past the threshold for level completion, the progression restarts for that level however the level doesn't increase:

The screenshot attached at the top shows points at one point, I kill some enemies, increase shinobi and engineer points, they reach the next level however the level doesn't increase.

Not seeing it, the top screen shot shows lvl 26 shinobi @ 95% you kill a few guys and the bottom screen shot show it at level 27 shinobi ... Up 1 level and now at 8% which is normal. 5%+8% is a 13% increase in xp for shinobi. You have to kill a whole bunch of guys at that level compared to ramping up level 2 to level 3, each higher level takes more and more XP points.

Thank you for your bravery, I didn't dare respond here with basically the same answer because I was certain this was a case of "he must see something I can't".

In this instance, I figured I'd be better off staying silent and be taken a fool, than to speak and remove all doubt. In case I would be wrong. ^^

But I was certain this was somehow related to the known bug of some passive perks not working properly.
