Probably on the 16th of April. Since GOG is DRM free, PreLoad isn't a really a thing.

how you can PreLoad that game ? i will buy it when it will be released 16.april because i never PreOrder any games anymore after Fallout 76

No quote, just my guess. Since Cyberpunk is going to be DRM free it won't be downloadable earlier, because they don't have any "online" control of activation after you download the game.

EDIT: Apparently Preload is possible since it was done with Witcher 3 as well.
