Hi, after hours of searching and testing I've found all solutions to play Phantom Liberty on my PC.

This will also require changing Windows settings.

Firstly ensure you have all relevant gfx drivers and all Cyberpunk/Phantom Liberty downloads installed up to last patch.

Crashes and Flatline at the Red Logo: Find your Cyberpunk exe (Cyberpunk/bin/x64/Cyberpunk2077.exe)
Right click it, select Properties, Compatability, Tick 'Run this progam in compatability mode for' Select Windows 8

The following problem I also experienced with the original Cyberpunk on launch, a bit more complex to solve.
Missing Sound and Audio:

Run Services.msc
Check that the "Nahimic service" is running! (Originally in old Cyberpunk we had to turn this off for the audio to work)
If not: Select, right click 'Properties' on it and 'Startup Type' should be 'Automatic', click 'Apply'
If the program is not running click 'Start' and 'Apply' then check status and startup type on the right that should reflect
any changes you just made.

Another problem we had with missing Audio on the Original Cyberpunk was this:
Right click the 'Sound Icon' in your task bar, select 'Sounds'
Select 'Playback' and look for the sound items with 'Blue' bars to the right.
Right click on each of these and select 'Properties', then select 'Advanced'
Select '2 Channel 24 Bit 44100 Hz (Studio Quality) and click "Apply"

Do that for all options with blue bars to the right, 'Nvidia High Definition Audio' may not have the option, but it's ok.

That should fix everything. I'm using mods btw, so if you do use mods, get the v2.0 updated versions. Enjoy!

Not sure if you've heard, but if you have the pre-patch v2.0 .dlls Galaxy64.dll and GameServicesGOG.dll, you can copy those over the files by the same name once you have the DLC installed and it fixes crashing problems except those related to mods being out-of-date/incompatible.
How it worked for me:

I had this version of the game installed: cyberpunk_2077_build_4902785change_6408866_1_(64bit)_(67690)
Then I installed the Phantom Liberty DLC as of this version: cyberpunk_2077_-_ep1_build_4902785change_6408866_with_ep1_rl_(64bit)_(67718)

I DID NOT install the Patch, version cyberpunk_2077_2.0_(67690)_to_Build_4902785Change_6408866_with_EP1_RL_(67718)

The game runs smoothly, no crashes what so ever.

Maybe it works for some of you as well.

My sound stopped working after I posted, so I backed up the few mods I use and completely removed my mod folder entirely which fixed it. Which is odd, because Phantom Liberty wouldn't work after installation without a mod folder present. I assume the other steps I took to get the game running are relevant.
