Can you fix bugs with these tools? Like monowire doesn't produce sound for certain attack and I wanna attach a sound effect to that animation.

They simply dump information from the game archives and database which mod tool authors can use to enhance the existing tools that have been created by modders that aren't connected to cdpr.
Sweet, we'll finally be able to get some matching outfits from nexusmods.
Hope there will be more than just a bit Datamining support.
We will propably have to wait for all the DLCs to come out first.
And now we can be damn sure that they will do nothing to improve the game besides fixing some bugs. Maybe they'll "steal" some of the mods if we are lucky, if anything. Well, it was fun while it lasted.

Cool, "modding tools" = winrar/7zip in CDPR's mind.

I guess it's better than nothing; at least modders can find more strings they can play now, if nothing else...

Don't worry they're remove those tools soon too.

Is this the same as a License Agreement?

You can already sort of do it, though, by upgrading your gear you can actually make clothing sets out of any matching apparel.
