Actually, the world is just as deterministic as V is.

As a rule of thumb, if you can predict something will happen, it's deterministic. If you can't, it's not.
And pretty much every game is deterministic, because once you know how it works, you can predict what happens next. Cyberpunk 2077 is no exception.
Whilst your assessment of the story and V as a character is accurate, I disagree that a DLC can't "fix" things. Given what CDPR did with the Blood and Wine DLC for Witcher 3 I'm fully confident that they can provide an open ended RPG experience that takes place in the CyberPunk universe with a DLC for CP2077.

Having said that, just because they can it doesn't necessarily mean that they will but here's hoping.

This can not be rectified with DLC because none of the choices you make in the story have any bearing on the setting of Night City.
This is not Hyperbole.
There is no choice you make in ANY quest that has a result on the setting inside of CyberPunk2077.

The story has 1 outcome that is conclusive. V does not remain in Night City. He dies or leaves.
Because your decisions have exactly no bearing on Night City there's no new story to be told.
There is nothing to be expanded.

John dies at the end.
John gets a coffee and then John dies at the end.
John bangs his wife, smokes a cigarette, gets a coffee then John dies at the end.
John buys a car, kills a hooker, bangs his wife, smokes a cigarette, gets a coffee then John dies at the end.

So not only do we have a deterministic character that reduces the value of an open world setting to 0, this character and his story also voids and nullifies any value of future iterations or reiterations of himself.

DLC can't rectify this.
This is the canonical story.
I think I can speak for everyone when I say no one wanted Keanu 2077.
He would literally need to be deleted from the game as well as his entire arc.
This requires V to be completely rewritten.
This isn't going to happen.

We waited 9 years and we have a city that doesn't react to your presence inside of it.
I want people to realize this is a basic feature in Skyrim.
Npc's gossip about the decisions you make.
They are aware of what you do in the world.
Npc's don't do this in Night City...at all.
Night Corps don't react to you either.
Nomads don't either.
There is no brokering of information.
Do you understand...
This is not an RPG.
It's an Narrative Driven Action Adventure game that was fraudulently advertised as an open world RPG.

And CDPR in all their brilliance talked so much shit about First Person Perspective and then didn't add any animations that add to the immersion of being in FPP. It actually highlighted the lack of immersion.
The jokes on them...they also nullified any desire for cosmetic DLC because you'll never see it as the player.

There is no solution to this. This is it.
The excitement for the game has come and gone in 20 days.
It's over.

Game plays the same way as Witcher in terms of avatar, etc and you are saying its not a RPG. The game isn't perfect but its amazing and better than any other open world game released in many years.

are you saying BaW DLC turned Witcher 3 into RPG? It's still linear action adventure game with same fake RPG elements. And the Open World is just as fake. And Boss fights are scam. They are scripted to disregard damage you deal and to "kill" boss at scripted moment. Once I had laughable episode with one of the bosses. I took my time and barely hit it, in 1-2 minutes of me running around and it having ~40% of health I hacked it once and it fell dead :) all CDPR games are fake imitation, heavily scripted and deterministic at every step.

You know, I'm going back over and watching comparisons now, and it's looking like I was so wrapped in the story of the Witcher 3 I missed that it really wasn't that good with several things, and this not only carried over, it became glaring in the engine with Cyberpunk 2077..

I'm not sure it can be saved, not without damn good talent that can figure things out like Rockstar did for GTAV's open world.
