It feels like a placeholder system. During development you can have a simple placeholder system to see if it triggers correctly and to have it there until the actual system is ready to be implemented. Perhaps CDPR did not have the actual police AI in working order by the deadline and they had to use a simple placeholder system.

At least I hope so because that would mean we might get an actual police AI in the future. The creators of The Witcher 3 cannot be that daft to actually plan the police AI to be like this in the final product.
I also find it rediculous that cops or any other faction that is just standing on the sidewalk, will just start shooting at you because you go close to them.

I mean this is where tons of random people are already walking by them and they just start shooting for no reason.
I'm not even taking my gun out in this scenario! :-o

having your weapon out isn't even in the picture. I can walk into any store, building, shop or down the street with a sniper rifle blocking like 30% of my view. Like I'm tuning a bassoon for a flash mob orchestra.

This is totally what if feels like. it was "working filler", so they just let it be.

mad_crease: Since all vehicles had the same , "driving on ice" effect, you sometimes just can't help running them over. Then, PooF!! 19 cops blip in.

Get rid of all the baby candy and stop appeasing the console crowd. Let the player decide who to shoot, who to run over, who to have a romantic encounter, or even what drugs the MC wishes to take. AND, For the sake of all that continue to play, PLEASE fix the cops.
It's not about "appeasing the console crowd", it's about pleasing the console COMPANY so that the game can be sold ON the console. If Sony/Microsoft/Nintendo doesn't like something in the game, it's not going to get on their console unless the game dev changes it to make the console company happy with it. It's that simple

yeah I've done that too... although civilians DO react to you pointing a gun at them.

I was just including that as a reference because that would be a good reason for them to shoot.

Sounds like they hired the creators of Dragon Age 2. That's exactly what the enemies did in that game: materialized right beside you, dropped through ceilings, dropped out of the sky, etc. It was pathetic.

I would agree with this - same could be said about the infamous sprite cars. That must be a placeholder which they forgot to remove (I would actually suggest to have it removed in a patch - it will look better without).

Hehe - i talk about those elusive little sprite cars that you can see in thousands in the distance, but then they magically disappear as you get closer. Also, those sprites turn (i.e. they can face you from the front, rear, sideways etc.) which make them more hilarious.

Go up on those mountains (above the power plant, or where the rich people live) - then look down onto the streets below. You can use your scope if you want, although sprites are easy to see with your eyes too. Watch them in motion, then you will understand :)

Those cars are adorable. They handle nicely. zippity in and zippity out of heavy traffic quite nicely.
I want that little red golf cart looking thingy. It's so cute and totally would be the talk of the town.

I once couldn't even clear out a side misison because shooting the thugs that were attacking me gets me a wanted rating, the police were shooting me alongside the thugs, the fucking thugs the police sent me to handle LOL.
